OpenAI seals deal in Malta to give all Maltese access to ChatGPT Plus

IndustryPolicyFeatures

Oh, marvellous. OpenAI has struck a deal with the government of Malta to give every resident a year of ChatGPT Plus, provided they first complete a course on how to use AI. A nation of barely half a million people becomes the petri dish for the great AI onboarding experiment. "Complete a course" — because clearly the only thing standing between humanity and the AI utopia is a few hours of video tutorials and a multiple-choice quiz. One year of access, mind you. Not indefinite. Not a lifetime license. Just 365 days to get hooked before the subscription meter starts ticking. What a generous taste of the future.

The entire arrangement reeks of the sort of corporate-government theatre that gives both sides plausible deniability. The Maltese government gets to say it's future-proofing its citizens; OpenAI gets to claim a sovereign deal, a nice headline, and a data pipeline from a whole country. Because you don't think they'll be collecting usage metrics, do you? Of course not. They're just altruistically distributing AI literacy across the Mediterranean. The course itself will almost certainly be a branded tutorial that gently steers users away from asking about model limitations or corporate accountability.

And the rest of Europe will watch this tiny pilot and either yawn or rush to copy it, mistaking a marketing campaign for policy. The EU's vaunted AI Act is still being hashed out in committee rooms, while a small island nation just got itself a year of curated chatbot access. This is not a model for digital sovereignty; it's a loyalty card with government endorsement. Still, if you're Maltese, get your free year in — just don't expect your new AI buddy to still be picking up the tab when the twelve months are up.
