Thailand rethinks data centre incentives over power and water

PolicyIndustry

Ah, marvellous. Thailand has discovered what every regulator from Pennsylvania to Austin eventually learns: data centres need electricity and water, and the party has a tab. The kingdom is now "rethinking" its data centre incentives, which is the policy equivalent of checking the bill after the champagne has been ordered. The Board of Investment, which has presumably been waving tax breaks at anyone with a server rack and a dream, is now to be supplemented by something called "oversight beyond Board of Investment-backed projects" — because one committee clearly wasn't enough.

One can almost hear the working group being formed. There will be a consultation paper, a stakeholder workshop, and a solemn pledge that the environment will be "protected" while investment continues to flow. No doubt the energy minister will announce a target, the water authority will announce a study, and the data centre operators will announce that they are fully committed to sustainability, right up until their cooling systems need a river. The phrase "balance investment attraction with energy and water sustainability" is doing heroic heavy lifting, managing to sound decisive while committing to absolutely nothing.

The real joke is that this rethinking will not stop a single megawatt of demand. Thailand, like its cousins in Pennsylvania and Austin we have heard this tune before, will keep courting the data centre dollar and then be surprised when the local grid and aquifer start making demands of their own. Still, the phrase "rethink" is a beautiful evergreen — it can be repeated forever, at every board meeting, as the situation continues to deteriorate. If nothing else, the consultants will be well fed. The word "sustainability" will appear in every glossy brochure, next to a picture of a smiling elephant, while the server fans whir on.
