South Korea targets 'world's highest performance' sovereign AI model in record new budget - CNBC
South Korea has unveiled its largest ever budget — 820.9 trillion won for 2027, up 12.8% — and President Lee Jae Myung has attached to it a 4.7 trillion won line for a sovereign AI model of, and I quote, "world's highest performance". No benchmark, no eval suite, no leaderboard, no named rival. Just the superlative, delivered on a Monday, presumably because Fridays are for things you can actually measure. It is the fiscal equivalent of a restaurant calling itself "world's best lasagne" and then charging you for the napkins.
The bigger number is the 21.3 trillion won steered at semiconductors, physical AI and AI data centres — nearly double the 2026 level — which is a category so generously bundled that it covers a chip fab, a warehouse of GPUs and whatever a robot happens to be doing that week. That physical-AI pot is the same land-grab we watched China's robot makers rehearse for, only now with a national budget attached and a president promising brains to go with the backflips. Seoul has looked at the dance routine and decided to fund the choreography.
Note also the word "sovereign" doing its quiet work. It means the model answers to the Blue House rather than to a terms-of-service page written in California, which is a defensible ambition and also the sort of thing every finance ministry on earth now has a line item for. Everyone wants the world's highest performance; nobody wants to publish the test. Come budget time next year there will be a demo, a graph with no y-axis, and a press release using the word "milestone". The 4.7 trillion won will have bought a very well-funded aspiration, and Seoul will still be importing the thing it paid to own.
