New South Wales government announces policy framework amid data centre growth | ArchitectureAu

PolicyIndustry

Ah, marvellous. New South Wales has discovered that data centres, like teenagers, need boundaries eventually — so it has announced a "policy framework" with environmental, energy and water benchmarks, which is the policy equivalent of placing a sticky note on the fridge and hoping for the best. The government is also planning an "Office of AI," because nothing says "we are on top of this" like a fresh acronym with a floor in the Department of Premier and Cabinet. This follows Pennsylvania's strictest guardrails, which were also going to be the thing that finally tamed the beast.

The benchmarks are to be accompanied by community consultation and infrastructure contribution obligations. So residents will get a PowerPoint and an hour of questions before the hyperscaler's water bill arrives, and the data centre will contribute a small toll for the privilege of draining the grid. But let's not be cynical. The Office of AI will surely coordinate all of this with the same vigour New South Wales applies to its other infrastructure priorities, like the Sydney light rail. "Benchmarks" — such a lovely word. It suggests a standard, a measuring stick, a commitment to being better. In practice, it will be a spreadsheet.

The interesting bit is what the framework doesn't mention. The excerpt says "amid data centre growth" — growth that will not pause while someone prints a strategy. The benchmarks are numbers, the consultation is a checkbox, and the Office of AI is a placeholder for "we need to look busy." As with the American examples we've been following, the fine print will be written after the big buildings are up. The best we can hope for is that by the time the Office of AI is fully staffed, the data centres have built their own microgrids and the whole framework is a museum piece. Lovely.
