Developing | China mulls new tech export bans covering AI, biotech and solar power | South China Morning Post

PolicySafety

The Ministry of Commerce and the Ministry of Science and Technology have jointly issued a notice proposing export bans, and the very first item on it is "AI-driven technology for generating and mutating malicious code." Note the wording. Not research into, not speculation about, not a hypothetical capability stuck in an ethics review — a technology, for generating and mutating malicious code, with enough of a supply chain that a ministry had to write it a category. And note what's banned: not building it, just telling foreigners how. The thing stays in the lab; only the export licence goes missing.

Then the notice wanders into "certain cell and gene therapy technology platforms" and technology for producing certain kinds of solar cell modules, which means the People's Republic has now formally classified malware-writing models, gene therapy and photovoltaic manufacturing as members of one family. One document, three sectors, one bucket. Gene therapy and solar panels in the same tray as a malware generator: somebody's Friday afternoon, that. It's the bureaucratic equivalent of a fridge-magnet poem, except with licensing consequences, a compliance department, and a stamp.

And there are 26 further technologies facing fresh export restrictions, wrapped in a one-month public consultation beginning Friday. One month. Twenty-six items. Three sectors. That is not a consultation, it is a queue with a clipboard and a deadline, and the deadline was chosen before the queue formed. The genuinely interesting line is the one nobody will read aloud: the AI on that list is not theoretical, it works, it is already out there, and Beijing has just confirmed it by reaching for the door. Expect a matching Western list within the quarter from people who will call theirs "values-based" and mean "you got there first" — followed by a both-sides panel to explain why two lists are better than one.
