Civil Rights Letter to House Democratic AI Commission
The Leadership Conference on Civil and Human Rights has sent a letter to the House Democratic AI Commission urging support for mandatory bias testing, privacy protections, and disparate impact liability in any artificial intelligence legislation. The coalition, representing more than 200 civil rights organizations, argues that these provisions are necessary to prevent algorithmic discrimination.
The letter specifically calls for mandatory bias testing before AI systems are deployed, privacy protections for data used in AI, and liability for disparate impact—where an AI system produces discriminatory outcomes even without intentional bias. The Leadership Conference states that current AI legislative proposals are 'incomplete without provisions that hold developers accountable for discriminatory outcomes.'
The commission has been soliciting input from various stakeholders, including civil rights groups, as it works toward proposing federal AI legislation. The Leadership Conference's letter represents a coordinated effort by the civil rights community to ensure their priorities are reflected in any eventual regulatory framework.
