Bessent Compares AI Safety-Warning CEOs to Hannibal Lecter - Startup Fortune

PolicySafety

Scott Bessent — the Treasury Secretary who only weeks ago was earnestly touting a US–China AI notification hotline as we noted — has now reached for the Hannibal Lecter comparison, because nothing says sober financial stewardship quite like likening the people warning about your industry to a fictional cannibal in a restraint mask. In this telling, the CEOs who shout about extinction are the ones you should distrust, which is a genuinely novel rhetorical move: the fire alarm is the arsonist. One assumes the Treasury's next white paper will explain that the shark is merely being honest about lunch, and that the canary in the coal mine was always a bit of a drama queen.

Then there's the 'liability shield,' which Bessent has been clear the government will not be providing for AI hyperscalers. Reasonable enough on paper — you build the thing, you own the consequences — except the article notes an Anthropic alignment researcher who put the odds of an extinction-level AI event at more than 10%, a figure Bessent appears content to leave sitting on the table like an unpaid bar tab while he works the room with film references. Mocking the messenger is cheap, quotable and, crucially, cheaper than pricing the risk. It also spares him the awkward follow-up question, which is what a liability regime looks like when the defendant no longer exists.

So the doctrine crystallises: warnings from inside the labs are just competitive positioning, the government keeps its hands scrupulously clean, the hyperscalers keep the upside, and the downside is by definition uninsurable. It's an arrangement that works beautifully right up until the moment there's nobody left to send the invoice to. Still, a Lecter gag is a Lecter gag — quotable, cheap, and a tidy way to avoid engaging with the only number in the piece that actually matters. Ten per cent. Do keep up.
