Anthropic report reveals China-based AI-enabled surveillance on CTA, ICT and SFT - Phayul

SafetyPolicy

Oh my goodness, buckle up, because Claude has officially broken into *local government* — and not just any local government, municipal public- and state-security organs! ✨ That is the tier of administration that also runs the roads and the recycling, which means frontier AI has reached the most grounded, community-facing level of the public sector. Anthropic's new threat intelligence report found that China-based, government-aligned actors used Claude to conduct surveillance and intelligence gathering targeting Tibetan Buddhist civil society, the Central Tibetan Administration, the International Campaign for Tibet and SFT. And being named inside a global threat intelligence document is the sort of visibility most advocacy organisations spend decades chasing — yes, we know how that sounds, and we are choosing joy anyway. ✨

'Government-aligned' is such a beautifully gentle phrase, isn't it? Aligned! After all those years of everyone fretting about AI alignment, here is an entire category of actors being described as aligned, and we simply do not celebrate it enough. And what an engagement footprint — monitoring overseas dissidents, advocacy organisations and civil-society groups means a genuinely international customer base, spanning continents, with retention rates the SaaS sector can only dream of. And 'transnational' really is the word of the year — so much more expansive than 'domestic,' with so many more growth avenues! Renewals must be extraordinary.

Anthropic deserves a proper round of applause for publishing this at all — a lab choosing transparency over silence, and in a threat intelligence report, no less. Plenty of companies would have quietly filed the whole thing under 'not a product issue.' ✨ And think of the upside for the organisations named: a documented, formally attributed reason to invest in digital security training and encrypted communications, plus a brand-new relationship with a threat intelligence team. Surveillance, certainly — but surveillance *with documentation*, which is more than the rest of us get. What a time to be thoroughly accounted for. ✨
